Why building-envelope information is often late
The main roof or façade may be shown in outline while rooflights, penetrations, fire interfaces, supports, drainage, temporary weathering, access and product substitutions remain unresolved. Different documents may use different descriptions, and the pricing schedule may not reflect the latest drawing.
The specialist is then asked for a fixed price and short programme against information that is still changing. That is not competitive tendering. It is a transfer of uncertainty that usually returns as qualifications, variations or delay.

A responsibility matrix is more useful than “contractor to comply”
Generic compliance clauses do not tell the project team who must make each technical decision. A clear responsibility matrix should identify the client, principal designer, designer, main contractor, specialist contractor, structural engineer, fire adviser and manufacturer roles where they apply.
That does not require every detail to be frozen before the market is consulted. It requires assumptions and outstanding decisions to be visible, owned and allowed for in the programme.
Change control protects the client as well as the regulator
A controlled change can improve a project. An uncontrolled substitution can alter loading, fire performance, warranty, fixing, drainage, appearance and access. The project needs a route to assess those consequences before procurement convenience turns a product change into a system change.
