The Client Does Not Need Another Roofing Quote. They Need a Proper Scope

Three quotations do not create competition when three contractors have priced three different versions of the building problem.
The quality of the tender return is limited by the quality of the question. A vague scope does not become clear because more contractors price it.

A proper commercial roofing scope should define the building outcome, existing information, roof areas, defects, performance requirements, access, safety, operational constraints, interfaces, design responsibility, programme, evidence, warranties, exclusions and how unknown conditions will be resolved. Contractors can then price comparable work rather than inventing their own version of the project.
Why clients ask for more quotes
When tender prices vary widely, the instinct is to invite another contractor. The fourth quote may sit between the first three and feel reassuring. But if the scope remains vague, the client has only added another interpretation.
The problem is especially common on existing roofs because the visible area looks simple while the build up, interfaces and operational constraints remain uncertain.
A quote answers the scope it receives
Contractors fill information gaps differently. One includes scaffold, another assumes MEWPs. One replaces rooflights, another covers them. One allows for gutter lining, another excludes drainage. One plans internal protection, another assumes the warehouse can be cleared.
The tender comparison is not measuring contractor value. It is measuring contractor assumptions.

Scope is not the same as prescribing a product
A client can define the outcome without pretending to know the exact system. In many cases, a performance led brief followed by survey and specialist design is stronger than a copied proprietary specification. The document should be clear about where contractor proposals are invited and how they will be evaluated.
The opposite problem also occurs: a branded product is named, but the existing roof condition, access and interfaces are absent. The tender appears specific while the project remains undefined.
How to deal with unknown existing conditions
Existing building tenders will never remove all uncertainty. The scope should decide how uncertainty is managed. That may include a pre tender survey, intrusive opening up, defined provisional quantities, schedule rates, a design development stage or a clear variation mechanism.

The client may still receive different prices. That is normal. The important change is that the differences can be explained through method, risk, product, margin and capability rather than hidden scope gaps.
